A city in central Japan is considering an ordinance that would urge residents to limit their daily smartphone and device use to two hours outside of work and school. The proposal has already stirred public criticism.
The draft ordinance, submitted Monday to the Toyoake municipal assembly in Aichi Prefecture, would apply to adults and children. It is believed to be the first attempt in Japan to recommend screen time restrictions for an entire city population.

Under the plan, elementary and younger students would be advised to stop using smartphones after 9 p.m. In comparison, junior high and older students would be urged to sign off by 10 p.m. Exceptions would be made for work, study, and household chores.
Mayor Masafumi Koki said the guidelines aim to prevent health problems linked to heavy device use, including sleep disorders. He stressed that the ordinance would not carry penalties and would serve only as a recommendation.
Still, the plan has sparked opposition. By Monday, the city said it had received about 110 public comments, with roughly 70% opposed. Online critics called the proposal unrealistic and overly intrusive.
“In two hours, I cannot even read a book or watch a movie on my smartphone,” one commenter wrote. Others argued that device use should be left to families and that smartphones have become essential tools for daily life.
Koki later clarified that the city was not trying to deny smartphones’ usefulness, saying they are “indispensable in daily life.”
Japan has experimented with screen-time guidelines before. In 2020, Kagawa Prefecture adopted an ordinance limiting children’s gaming to one hour on weekdays and 90 minutes on weekends. That measure was challenged in court but ultimately upheld.
The Toyoake assembly will debate the proposal in the coming weeks. If passed, it would take effect Oct. 1.

George’s ordeal began in August 2023, when he was suspended for wearing his locs pulled up in a bun. School officials argued that if he let his hair down, it would violate Barbers Hill’s rule that boys can’t have hair past their collar, eyebrows, or earlobes.
The timing was especially striking: just one day later, Texas’s CROWN Act was enacted, prohibiting schools from discriminating against students for wearing natural or protective styles. But Barbers Hill stood firm, insisting the law didn’t cover length.

The couple’s love story began in 2020, going public the following January when they launched a joint YouTube channel. The video, posted by TikTok user @bob.vertucci in mid-August 2025, shows the creator standing near the Olympia Transit Center while narrating:
“What’s up, TikTok? Looks like I was talking with the homeless people out here. They’re getting ready tonight, man… They got baseball bats, knives. Some of them are armed, actually. Councilmember Clark Gilman, who previously addressed increased ICE activity in the area, told reporters earlier this summer that the city remains committed to Washington’s “Keep Washington Working Act”, which limits local law enforcement cooperation with federal immigration authorities.
Similarly, Thurston County Sheriff Derek Sanders has stated that his office does not coordinate directly with ICE.

What started in 2015 as a small anniversary project for the Tim Tebow Foundation has blossomed into one of the world’s most significant celebrations for individuals with special needs. In this global prom-style event, every guest is treated like royalty.
On Friday, February 7, the red carpet was rolled out across the globe as more than 100,000 people with special needs were honored at the Tim Tebow Foundation’s 11th annual Night to Shine.
The event has grown from 44 locations in the United States to 821 host churches across all 50 states and 62 countries. Each year, the celebration is held on the Friday before Valentine’s Day, with local churches partnering with the foundation to host a cost-free prom-style evening that celebrates the dignity and worth of every guest.
Guests 14 and older are treated to a star-worthy evening: red carpets lined with cheering crowds and “paparazzi,” beauty and shoe shine stations, limousine rides, karaoke, dancing, and a catered dinner. The events also include Sensory Rooms for guests who need a quieter space and Respite Rooms where parents and caregivers can relax.
The highlight of the evening is the crowning ceremony, where every participant is named a King or Queen.
“We crown every Night to Shine honored guest the King or Queen because that’s how God sees them,” Tebow shared in an Instagram video montage of this year’s celebrations.
This year’s celebration marked a milestone for the foundation, with Night to Shine hosted in several new countries. Tebow spent the evening in Thailand and Vietnam—where the event was celebrated for the first time—while his wife, Demi-Leigh Tebow, hosted in her home country of South Africa.
“It was so awesome seeing Night to Shine in new countries this year—and to have the honor of celebrating in Vietnam for the first time,” Tebow told Upworthy.
Demi-Leigh, currently expecting the couple’s first child, said the event was significant.

Since its launch, Night to Shine has created more than 600,000 guest experiences in over 1,000 cities worldwide.

Since its inception, Night to Shine has celebrated hundreds of thousands of guests worldwide, with Tebow emphasizing that the mission goes far beyond a single night.
“For many, it’s the first time they’ve ever felt truly celebrated, especially by someone outside their family,” he said. “But that’s exactly why Night to Shine exists—to remind them that they are God’s beloved royalty, seen and cherished by Him every single day.”
The foundation’s long-term vision is for Night to Shine to be celebrated in every country. The next event is scheduled for February 13, 2026, with open host registration.
“Lord willing, we won’t stop until every person with special needs knows their worth—until the abandoned are embraced, the forgotten are celebrated, the overlooked are seen, and all people experience the radical love of Jesus,” Tebow said.
