Bay Area Chinese Restaurant Fines Parents for Out-of-Control Kids

A family-friendly Chinese restaurant in the San Francisco Bay Area is making headlines after instituting a no-nonsense policy that fines parents for damage caused by out-of-control children — and the move has struck a major chord online.

Chez Xue, a popular spot known for dishes like green onion pancakes, Godfather’s noodles and orange chicken, added a pointed notice to its digital menu earlier this year. The policy makes it clear: while the restaurant welcomes families and keeps high chairs on hand, it is “not a playground.”

“Please ensure children REMAIN SEATED at all times and respectful of fellow guests and the dining environment,” the notice reads. “Running around, shouting, making noise with utensils, etc. WILL NOT BE TOLERATED! Guests not respecting this policy may be asked to leave. We will hold parents financially liable for all damage caused by their children to restaurant property.”

Owner You You Xue says the policy was born out of necessity after repeated incidents that disrupted service and damaged the restaurant. In one case from April 2025, a child smashed a credit card machine, resulting in a $327.03 charge to the parents. Another incident in December 2025 saw a child carve designs into a tabletop with a utensil, leading to a $109.38 fine. In January 2026, a smashed teacup from rough play cost parents around $5.47.

Xue has stressed that the fines target reckless behavior rather than honest accidents. “I honestly put this notice on my menu because I didn’t want to put my employees in the position of parenting other people’s children. It should not be their job,” he said. “It’s not about the $5, it’s a matter of principle.”

The straightforward approach exploded on social media in late June 2026 after screenshots of the menu policy. The post quickly surpassed million views, sparking widespread discussion and coverage from outlets including SFGate, the Los Angeles Times and local Bay Area news stations.

Reactions have been overwhelmingly supportive, with many praising the restaurateur for drawing a firm line in an era when public behavior — particularly from children in restaurants — has become a frequent point of contention. While a vocal minority has criticized the policy as overly harsh, the majority appear to view it as a refreshing stand for accountability and respect in shared spaces.

Opened in 2021 and located in Foster City, Chez Xue remains open to families but emphasizes a proper dining environment. Xue, who is also running for Millbrae City Council, says the goal is mutual respect between guests, staff and the business itself.

In a time when viral customer service stories often highlight conflict, this one seems to have tapped into a deeper frustration with entitlement and declining standards in public venues. Whether the policy inspires similar moves from other restaurants remains to be seen, but for now, Chez Xue has become an unlikely symbol of “your kid, your responsibility.”
