A serene morning in Center City Philadelphia was shattered on July 18, 2025, when a woman out walking her dog on Spruce Street was halted by a man who said,
“Good morning, beautiful”
and then proceeded to sexually assault her. Initially, it seemed as though it might have been anisolated incident, but it proved to be the beginning of a disturbing trend.
From July 18 to August 3, there were five attacks on women in similar fashion within residential Center City and South Philadelphia blocks. The Philadelphia Police Department’s Special Victims Unit (SVU) is now investigating the cases as connected, urging public caution and involvement.
Pattern of Assaults
The attacks share a consistent modus operandi: each victim was attacked from behind by an unidentified man when alone in public places walking a dog, entering a building, or unlocking a door. There were no weapons involved, and the suspect ran away right after attacking.
July 18, ~6:40 a.m. – 1900 block of Spruce Street: A woman walking her dog was groped after a brief verbal exchange.
July 19, ~3:13 a.m. – 2000 block of Delancey Street: A woman entering her apartment was pushed and assaulted.
August 2, ~8:15 a.m. – 1600 block of Waverly Street: A man reached over a woman’s shoulder and groped her.
August 3, ~1:00 a.m. – 400 block of South 15th Street: A woman walking to her car after leaving a bar was attacked.
August 3, ~12:30 p.m. – 2500 block of Webster Street: A woman unlocking her front door was assaulted in broad daylight.
They are all within a few blocks of one another, four of them around Rittenhouse Square and one in South Philadelphia.
All of the victims identified the suspect in a similar way: a Black male, 25 to 30 years old, 5’11” to 6’0″ tall, thin build, long braids or dreadlocks (frequently in a ponytail), light facial hair including a mustache and goatee.
Captain Margo Alleyne Parker of the SVU noted a worrying escalation.
“The timing and frequency of these assaults particularly the two on August 3 within 12 hours suggest this individual is becoming more brazen,”
she stated.
“We’re very concerned and pursuing every lead.”
Philadelphia police have stepped up patrols within the targeted neighborhoods and made available surveillance photos of the suspect. Officials are calling upon homeowners who have security cameras to submit video footage via the SafeCam program and tips by means of an anonymous line at 215-686-8477.
“We need the cooperation of the community not just to identify this individual, but to watch out for each other,”
said Capt. Alleyne Parker.
The attacks have jolted the feelings of security in Rittenhouse Square, a normally crowded, high-end neighborhood. Several residents have shown worry, particularly as some were perpetrated in the daytime.
Violent crime as a whole has declined by approximately 15% from last year, reports the Philadelphia Police Department, yet rape cases increased by about 3.9% a figure of special concern to police officers and advocates alike.
