Russian customs officers at St. Petersburg’s Pulkovo Airport pulled 55 kilograms of natural human hair out of three suitcases belonging to a local woman who had just flown in from Dubai. The hair was packed into 15 plastic bags and valued at more than 2.3 million rubles roughly $27,000.
She had gone down the green corridor, the one designated for people claiming that they do not have anything to declare. Her luggage had been selected by the officers for inspection. Whatever was inside did not resemble typical luggage.
According to the Northwest Customs Administration of Russia’s Federal Customs Service, laboratory testing confirmed the material was natural women’s hair, not synthetic or “bioprotein” fiber. Video released by the agency shows gloved officers lifting thick bundles of black, dark brown and gray hair, tightly bound with yellow bands and spread across an inspection table.
The woman told officials a friend in Dubai had asked her to bring the packages to Russia. She initially described the contents as artificial hair and said the shipment was for personal use. Customs rejected that explanation. Fifty-five kilograms far exceeds any realistic personal amount, and officers treated the load as undeclared commercial goods.
An administrative case was opened for non-declaration of goods under Russia’s Code of Administrative Offenses. Possible penalties include a fine of up to twice the value of the shipment and confiscation of the hair. No final court decision has been reported, and she has not been charged with criminal smuggling.
Real natural hair has actual economic value as it is washable, dyeable, heat-stable and reusable, unlike synthetic alternatives. The hair provides feed for the international market for wigs, extensions and other hair items. High grades typically sell in bulk at hundreds of dollars per kilogram, depending on their quality and processing. Dubai was already seen as such a transit point for hair in previous cases of Russian interceptions of hair shipments.
The story illustrates that seemingly normal goods can have significant economic value. When travelers attempt to smuggle valuable goods in bulk through the green corridor, customs officers take note.
